Dr. Howard Caro-López

Dr. Howard Caro-López currently serves as the Acting Director for the Proactive Prevention of Discrimination Division at the Department of Interior Office of Civil Rights, where he oversees Department-wide EEO Program compliance activities and provides consultation and guidance to all Departmental Equal Employment Opportunity Program staff. Prior to joining DOI, Dr. Caro-López was a Civil Rights Analyst with the Department of Transportation’s Departmental Office of Civil Rights (DOCR), where he was the resident social scientist and civil rights subject matter expert on both proactive equal employment opportunity and public civil rights compliance, as well as the Department’s Hispanic Employment Program Manager. Before returning to federal service in 2015 Dr. Caro-López was a Visiting Assistant Professor of Sociology at Georgetown University; the Director of Quantitative Research for the Center for Latin American, Caribbean and Latino Studies at the City University of New York; and a Civil Rights Analyst for the U.S. Department of Justice’s Voting Rights Section.
